(informal) (someone) is very polite and friendly but does not really
care; (someone) is very nice to people but is not sincere. The expression comes from the belief that a person who looks very gentle, harmless, etc., does not
produce much
heat (i.e., is not hotblooded) and therefore not even a little butter would melt in his mouth.
