abbreviation for Hubbard Communications Office Worldwide, the Scientology worldwide (international) management control center, established at Saint Hill in 1959. This function was subsequently taken over by the Sea Organization (an elite religious fellowship within the Church of Scientology whose membership is involved in Church management and the delivery of higher-level services).
