For example, if the goal were "to catchcatfish," the questions would be "Who or what would want to catchcatfish?" "Who or what would oppose catching catfish?" "Who or what would not oppose catching catfish?" and "Who or what would not want to catchcatfish?" Each of these questions is called a listingline.
