abbreviation for Standing Order №1. The standing orders were a series of directions given by L. Ron Hubbard in regard to the handling of public and general incoming mail sent to him. Standing Order №1 directed that all mail addressed to LRH would be received by him. These standing orders are also applied by the Executive Director International in regard to mail and letters sent to him by staff and public.
