a conference between heads of state or other top-level government officials. One such conference was scheduled to take place in May 1960 between France, England, America and Russia. However, shortly before the meeting was to take place, an American U-2 plane was shot down by Russia. Soviet Premier Khrushchev arrived at the summit but refused to begin unless American President Eisenhower apologized for this incident. When this did not happen, the summit collapsed.
