a coined variation of the phrase iron hand in a velvet glove, meaning absolute or inflexible firmness concealed by mildness or gentleness in approach. Mailed means clad in mail, a flexible defensive armor consisting of small, interlinked metal rings or chain-work. The phrase iron hand in a velvet glove contrasts the hardness of iron with the softness of velvet. It is referenced in one of Scottish historian Thomas Carlyle's (1795–1881) works where he states, "Soft of speech and manner, yet with an inflexible vigour of command ...'iron hand in a velvet glove,' as Napoleon defined it." Thus, it appears Napoleon Bonaparte (1760-1821, French general and emperor) originated it." The phrase, however, has also been attributed to other rulers.
